Flood Risk experts, Aegaea, submitted a challenge to the proposal’s flood risk mapping and assessment which has still not been adequately responded to.
The technical review identified multiple concerns with the approach taken by the Dean and Chapter’s own submissions on flood risk. There was no provision of safe access and egress routes in the event of a flood, winter groundwater monitoring data was completely omitted from calculations, and a 1 in 30 year flood event of rare (but possible) scale was not used to help flood risk mapping at all.
What these concerns mean is that Aegaea suggest the proposal may well fail to satisfy the National Planning Policy Framework, Planning Practice Guidance and national guidance on Sustainable Drainage Systems.
Falling short of the requirements of all three of these frameworks is yet another example of how totally unsuitable this proposal is for providing meaningful value from Leaden Hall for the people of Salisbury and beyond.
